NEW YORK STATE OFFICE OF REAL PROPERTY DECREASES TOWN EQUALIZATION RATE & TOWN PROPERTY VALUES INCREASE AS A RESULT

The Town of Newburgh has properties in four school districts; Valley Central School District, Marlboro Central School District, Wallkill Central School District and the Newburgh Enlarged City School District. Every summer, each of the four schools create a budget for the upcoming school year and this year, each school’s budget had increased.

I am not going to discuss or object to any of the budgets of the four school districts.

However, the tax contribution for the Town of Newburgh for each of the four school districts for the Town of Newburgh was increased. The reason for the increase is because the New York State Office of Real Property and Taxation placed a higher value on property in the Town of Newburgh than in neighboring towns. The Town of Newburgh’s equalization rate decreased from 20.6% last year to 17.3% this year which indicates rising property values.

An equalization rate is the ratio of a municipality's total assessed property value to its total market value. Because local assessors often do not assess property at 100% of its market value, the equalization rate is used to fairly distribute taxes among different taxing jurisdictions, like a school district that covers multiple towns like the Town of Newburgh.

In short, because properties in the Town of Newburgh have higher values, more of the schools’ budgets were apportioned to the Town of Newburgh.

Please note that the Sole Assessor has not and does not increase the assessed value of your home unless there is a town-wide revaluation (which there was not) or unless improvements have been added to the property which increases the home’s value like an addition or in ground pool.

The New York State Office of Real Property and Taxation determined the 17.3% equalization rate based on the actual sale prices of properties in the Town of Newburgh. Every time a house is bought or sold, the transfer of property is transmitted to New York State by the Sole Assessor for analysis.

The New York State Office of Real Property and Taxation determined that the assessed values in the Town of Newburgh are approximately 17.3% of their market values.

This decision is difficult for the Town of Newburgh to challenge.
