Town Council

Paul Ruggiero has served on the Town Board since January 2014. A lifelong resident of the Town of Newburgh, Paul has deep roots in the community he proudly represents.

He has been married to his wife, Serina, for 40 years and are members of Sacred Heart Church. Serina is a retired teacher from the Newburgh School District and currently works as a real estate agent in the area. Together, they have two children. Their son owns and operates his own business in the Town of Newburgh, and their daughter is a Speech-Language Pathologist.

 Paul has dedicated much of his life to volunteering in the community. While his children were young, he served as Cubmaster for Newburgh Cub Scout Pack 125 and as Assistant Scoutmaster for Newburgh Boy Scout Troop 27, where his son earned the prestigious rank of Eagle Scout through hard work and dedication.

He has also coached Town of Newburgh Little League, Town of Newburgh soccer, and youth hockey at Ice Time in Newburgh.

Paul is a graduate of the Newburgh School District and attended Orange County Community College. He has been a local business owner for more than 35 years and also serves as a New York State Boxing Inspector for the New York State Athletic Commission.

During his tenure as a Town Councilman, Paul has played a key role in developing policies that support the community’s long-term goals. He has consistently worked to hold the line on tax reform for 12 consecutive years, maintaining taxes below the state’s 2% cap, including 4 years with no increase.

Paul is a strong supporter of environmental protection. He helped preserve over 180 acres of land surrounding the Chadwick Lake Reservoir to safeguard the town’s drinking water and maintain valuable green space.

He also helped lead the development of the new 38,000-square-foot recreation center, which offers programs for residents of all ages. In support of public safety efforts, the Town of Newburgh was named one of Money Geek’s Top 150 Safest Towns in America in 2025.

Paul played a significant role in acquiring the Desmond Estate property, now known as the Desmond Estate Enrichment Center, which offers more than 100 classes to the community.

He currently serves as Chairman of the Traffic Advisory Board and is a member of the Comprehensive Plan Committee.

Paul’s objective is to provide the highest quality of service to all community residents with integrity, honesty, and professionalism, while remaining fully committed to the needs of residents and local business owners.
